In 1925, Mito City established a Temporary Committee for Citywide Water Supply Surveys and began considering the provision of water throughout the city. The plan was to draw water from the sandbar in the Naka-gawa River and supply it to two separate systems: the high-elevation area (highland) and the low-elevation area (lowland) of the city, via a water purification plant.
This water tower is a facility for supplying water to the Lowland area of the city.
The waterworks project commenced in 1930. Construction of the low-lying area water tower began in 1931 and was completed in 1932.
Although it ceased operation in 2000 due to durability concerns, then it was preserved as a symbol of Mito City's modern waterworks.
