Fukuyama City decided to build a city office and a city council chambers as a commemorative project for the accession of the Emperor to the throne in 1928. Takeda Goichi was commissioned to design the project, and construction of the city hall and city council chambers was completed in 1930.
However, this city office was destroyed by fire in an air raid on August 8, 1945. The city continued its operations using the public hall as a temporary city office.
After the war, a new barracks building was constructed on the foundation of the old city office, and operations resumed there in December 1945.
The city lost its family registry during an air raid, and it took nearly 10 years to rebuild it.
