Fukuyama City decided to build a city office and a city council chambers as a commemorative project for the accession of the Emperor to the throne in 1928.
Takeda Goichi was commissioned to design the project, and construction of the city hall and city council chambers was completed in 1930.
The city office was destroyed by fire in an air raid in August 1945, but the city council chambers remained unburned. Since the police station was destroyed by fire in the air raid, the building was used as the police station thereafter.
From 1946 to 1948, the building was confiscated by Australian troops stationed in Fukuyama, but was used again as the council chambers building until 1959.
After the completion of the new council chambers building in 1959 and its relocation, the old building was renovated and used as a community center.
The community center was relocated in 1966, so it is assumed that the building was subsequently demolished, but we have been unable to locate any records of this.
