In 1918, the Transportation Office and the Track Maintenance Office were established in Notsukeushi as divisions of the Railway Board.
This building was constructed in 1920 as the office building for these offices, and the inauguration ceremony was held in February. The Railway Board was reorganized as the Ministry of Railways in 1920.
When the Japan National Railways was established in 1949, the building was used as the Kitami General Office building.
In 1983, a new government building was completed and this building was demolished.
