In 1920, the Japanese government decided to establish the Fuel Research Institute as an institution to conduct research on fuels such as coal and oil.
This building was constructed in 1921 in Kawaguchi Town (now Kawaguchi City), Saitama Prefecture. It was designed by Jin Watanabe.
In 1952, the Fuel Research Institute and the Mining Research Laboratory were merged to form the Resources Technology Laboratory.
In 1970, the name was changed to the Research Institute for Pollution and Resources.
The institute began relocating to Tsukuba City, Ibaraki Prefecture, in 1979, which was completed in 1980.
The former site of the institute was decided to be used by Kawaguchi City for urban redevelopment, and the buildings of the former institute were demolished by 1987.
